County to sponsor housing project

December 21, 2018
Bryce Berginski - Tribune Reporter , Pierce County Tribune

During a special meeting Tuesday morning Pierce County commissioners voted to approve sponsorship of a low-income housing renovation project.

The project would involve Dickinson-based Affordable Housing Incorporated updating interior flooring, windows and making other needed changes at Courtyard Apartments a 20-unit apartment complex on Rugby's north side near the Pierce County Fairgrounds. Funding for the project comes from a community development block grant that would need to be sponsored by a government entity.

The Rugby Job Development Authority voted to approve sponsorship of the community development block grant in a meeting earlier this month. However in an email to Rugby Mayor Sue Steinke, JDA Executive Director Jessica Brossart and City Auditor Jennifer Stewart, Souris Basin Planning Council Executive Director Lyndsay Ulrickson explained that the JDA would not be able to "fill this role" the only eligible applicants under the state program would be "incorporated cities and counties."

The sponsorship vote was also on the agenda of a special Rugby City Council meeting Wednesday afternoon, however due to the county vote no action from the council needed to be taken.

Other actions

During the Tuesday meeting the board:

- Approved deeds of properties purchased from the county.

- Approved abatement applications.

- Approved transfers of $385 from the General fund to the Sheriff's Grant fund; $100,000 from the Highway Distribution fund to the Road & Bridge fund; $7,500 from the General fund to 9-1-1; and $25,000 from County Poor Relief to Social Services.
