County Commissioners approve use permit

During its regular meeting Tuesday morning, the Board of County Commissioners held a public hearing on a conditional use permit for an aggregate mining operation.

Submitted by Ritterman Trucking, the permit would allow for an operation in the southeast quarter of Section 33, Township 158 North, Range 71 West.

After hearing no protests, the board voted unanimously to approve the permit.

The County Planning & Zoning Board provided a recommendation for approving the permit during its January meeting.

HACTC shows year-end profit

Heart of America Correctional & Treatment Center Admininstrator Mike Graner informed the board that despite a December deficit, 2016 was a profitable year.

Graner said the facility incurred a deficit of $44,158.32 in December 2016 due to a double payroll. The year-end profit was $98,053.49.

Graner said the facility currently houses 123 inmates, and the average population last month was 118; and two corrections officers completed their basic training.

The board approved HACTC bills and financial statements.

Sheriff Josh Siegler informed the board there were 56 total calls in January.

Other actions

- The board approved abatement applications for Wes Miiller, Wayne & Evangeline Gerig, Bernadine Meckle, Mary Ann Lizakowski, Ralph Bertsch, Monica Grove, Floyd Pladson and Raymond Rigby. The board denied an abatement request for Lynae Voeller.

- The board reviewed proposals from Wenck Associates, KLJ Engineering and the South Central Dakota Regional Council for updating the county's multi-hazard mitigation plan. The board voted to go with Wenck Associates, as they proposed to complete the plan for a fixed fee of $26,500. KLJ was the highest of the three with a $34,000 rate, and the South Central Dakota Regional Council was the second-lowest of the three at a rate of $30,500.

- The board approved authorizing payments of $1,500 from road districts, and a payment of $197,435 to contractors for snow removal.

- The board approved payments of $15,231.54 from the 2013 disaster fund to Tuscarora Township for road repairs; $5,987.03 to Knife River Materials for work on the permanent alternate route project in Hillside Township.

- The board approved a transfer of $4,000 from the general fund to the Community Service program.

- The board met with Community Service Director Alan Meckle and Rugby Municipal Judge Sharon Harmel.

- The board met with Jessica Tagestad, of Wold Engineering, to discuss overlay and seal coat on the county truck route from U.S. Highway 2 then north 1.1 miles and east 0.6 miles; and a seal coat of a second county road. Monies for both projects would be from the remainder of funds distributed to the county via S.B. 2103 passed in the last biennium.

- The board approved January meeting minutes, bills, financial statements and treasurers checks.
